Risk management and sustainable development. Humanitarian dimension

Abstract: 

One of superproblems of modern science as whole is creating the theory of risk and safety. This theory must cover not only natural and technical catastrophes and ways to overcome them. It must concern the actions of people in social-technological systems. The country way out of crises, succeses in the strategic planning, «the constructing of future» depend on the development of this theory. Problems of the theory and approach to them are discussed in the paper. 
To our opinion, the theory of risk and safety will become one of the most important fields of the applied nonlinear science.
